What happen when a surface blowout occurs causing the Tension Leg Platform to sink including its consequences and how to prevent it from happening?

There are couple consequences that I can think of:

  1. Potential loss of containment and hydrocarbon release leading to potential impact to personnel and environment and potential for fire and explosion.
  2. Potential loss of containment and hydrocarbon release leading to potential for impact to well and infrastructure resulting in a potential loss of production.

I think the production folks can do the following to ensure the blowout can be prevented:

  1. Well control training: Ensure drilling unit includes design philosophy into contract and made aware of the design philosophy contents.
  2. Two physical barriers at all times: Ensure a fire and explosion risk assessment is conducted for the TLP for blowout scenarios.

Ensure a flooding risk assessment study for blowout scenarios is conducted for the TLP.

Ensure there is a SIS F&G System in place for shutdown - Investigate the use of remote level and motion monitoring and/or tendon tension monitoring in the pontoon to provide early flood and tilt warning for the TLP.

The unit can be compartmentalized and ensure contingency plans are in place for well shut-in including capping stack option in event of well blowout.

Develop a drilling sequence study to optimize access to the wells for equipment used in recovery operations beneath the TLP (e.g. inside out vs outside in).

Develop an appropriate emergency response plan for blowout scenarios including fire fighting from support vessels, response procedures and communication to the field support.
