How can the test pressure or the maximum allowable working pressure be more than the design pressure.

When the system is designed to stand only 100 psi how can it be tested to 150 psi?

As per the Code rules the internal hydrostatic test pressure is 1.3 times the design pressure or MAWP (with some temperature correction as applicable).  
In past some code rules also required for test pressure to be 1.5 times the MAWP.  
Note: MAWP should be same as design pressure.
