Do FPSOs function as place of origin for oil exports?

I understand that oil produced by FPSOs is usually offloaded to shuttle tankers. Do these shuttle tankers usually carry the oil the the nearest shore for further processing or can they export oil to countries further away?

In other words, should I think of FPSOs as "ports of origin" for international oil trade or more of an offshore production location from which the oil goes back to the mainland before being exported to other countries from "regular" ports or pipeline.

To clarify even further: if I want to create a network of maritime oil trade where the ports are the nodes, and the edges indicate trade between ports, should I add FPSOs as extra nodes?
