Can somebody explain what HIPS is and what situations is used?

HIPS: High Integrity Protection Systems

It is a SIL 3 (Safety Integrity Level 3) instrumented systems used to protect the Risers on a drilling platform. It is an important safety design to prevent the loss of containment due to over-pressure in the pipeline or systems.

Another term with same meaning widely used in the Industry is HIPPS (High Integrity Pressure Protection Systems).

Just for the clarification, HIPS can also be used for temperature protection.

High-Integrity Pressure-Protection Systems (HIPPS) are a special, high-availability class of safety instrumented systems (SIS) and are most generally applied for protection of facilities from overpressure without full-flow PSV/flare designs.
