All compressors have operating range described by its operating curve, made of Discharge Pressure vs. Flow Quantity.  Usually compressor goes into the surge when the operating points of the compressor gets into the unstable area of the operating curve which is near or beyond the surge line.

The point of such minimum flow / maximum discharge pressure where the developed pressure is insufficient to overcome the system resistance, is referred to as surge.

During compressor surge cyclic flow occurs which is back-flow of the compressed medium resulting into - high vibrations, pressure shocks and over heating could lead to heavy damages to the compressor system and possible rupture of the weaker sections.
