UOE Process requirement for tendon piping?

Should Tendon Pipe be required to used the UOE process to withstand the hydrostatic pressure in deepwater fields?

Different manufacturers may use different process to produce tendon pipes, and UOE is just one of them. The requirement of UOE process will limit the potential qualified manufacturers to be competitive when considering the cost factor.

It is recommended that as long as manufacturers of pipe for tendon fabrication have successfully completed a rigorous qualification process demonstrating their ability to consistently produce longitudinal seam welded pipe meeting typical tendon pipe specifications for the properties intended for supply to the requirements.

It shall be on a case-by-case basis consider alternative pipe forming methods provided the proposed manufacturers have successfully completed a rigorous qualification process in line with above.
